Issue description
(submitted by SF.net user tzbob)

It would allow developers to choose between executing one job locally while executing another job distributed. Developers could program every parallel task using JPPF even if, at the time, it doesn't have to be distributed.

I'd suggest a .setLocalExecution(bool) on a JPPFJob.
